This guidance note has been developed to outline the ongoing compliance of the Electrical and Instrumentation (E&I) assets within the Grid Entry Units (GEU) at existing biomethane sites. The ENA are issuing this guidance to set out the expectations of the DFO from Cadent, NGN, SGN and WWU in regard to IGEM/TD/16 and the network entry agreement for ongoing E&I maintenance.
Following the legislative update to the Gas Safety (Management) Regulations 1996 in April 2023, which implemented a number of changes to the legal obligations, GDNs would like to reinforce the specific requirement regarding the need for pipelines conveying biomethane to be operated with a safety case.
The issue of volume flow rates falling below acceptable uncertainty levels at National Gas Transmission to GDN offtakes, caused by increasing biomethane flow rates, has been raised at industry forums in relation to possible constraints placed upon the development of new biomethane sites.
