Future Energy Networks (FEN) responds to the CCC’s annual assessment of the government’s progress in reducing emissions

Jun 2026

Today, the Climate Change Committee (CCC) has published its annual assessment of the government’s progress in reducing emissions.

In response, James Earl, CEO of FEN - the representative body for the UK’s gas networks - said:

While the Climate Change Committee is right to acknowledge the importance of accelerating electrification, it fails to recognise that a whole-systems approach is essential to meeting decarbonisation targets while managing affordability and security of supply concerns.

It is becoming increasingly clear that a strategy focused almost exclusively on electrification simply isn’t working. Rather than doubling down on an approach that is falling short, the CCC should complement its push for electrification by supporting the deployment of proven technologies such as biomethane and hybrid heating systems, which offer practical, scalable and affordable pathways to decarbonisation. The fact that these technologies don’t warrant a mention in the CCC’s report is both disappointing and telling.
