Technical - Legislation Series Standards

  • IGE/GL/1 - Planning distribution systems

    • provides guidance on the planning of distribution systems so that, as far as possible, continuity of gas supply is maintained to consumers on the system, and at sufficient pressure that their appliances continue to operate at all times unless load shedding has been initiated.
    • the relevant parts of this Guidance may be cited in the gas transporter's (GT's) safety case, but the Health and Safety Executive (HSE) will need to satisfy itself that the parts are appropriate and have been properly applied in each case.
    • contains advice on the planning and design of Natural Gas distribution systems (hereafter referred to as "systems") of MOP not exceeding 16 bar. The Guidance does not encompass the availability of gas entering the system. Its purpose is to ensure that there is sufficient transportation capacity.
    • includes the arrangements and agreements required between different GTs and Network owners at system boundaries, to ensure the continuity of gas flow.

    • provides guidance on the planning of transmission and distribution systems so that, as far as possible, continuity of gas supply is maintained to consumers so that, as far as possible, continuity of gas supply is maintained to consumers on the system, and at sufficient pressure that their appliances continue to operate at all times unless load shedding has been initiated.

  • IGEM/GL/4 - Gas system assets – risk management

    • specifies requirements for risk management of assets associated with gas systems. In GB, this would mean systems that come within the scope of one or more of:
      • Construction (Design and Management) Regulations (CDM)
      • Gas Safety (Installation and Use) Regulations (GS(I&U)R)
      • Gas Safety (Management) Regulations (GS(M)R)
      • Management of Health and Safety at Work Regulations (MHSWR)
      • Pipelines Safety Regulations (PSR)
      • Pressure Systems Safety Regulations (PSSR).
    • features effective health and safety management which are indistinguishable from the sound management practices advocated by proponents of quality and business excellence. Indeed, commercially successful companies often also excel at health and safety management, precisely because they bring efficient business expertise to bear on health and safety as on all other aspects of their operations
    • specifies a framework for risk management of assets associated with gas systems. The specified framework covers all activities, including design, installation, operation, maintenance, management and providing an emergency service on the assets associated with gas systems.

  • IGE/GL/5 - Managing new works, modifications and repairs

    • provides documented procedures for managing new works, modifications and repairs to any plant or system associated with the supply of Natural Gas. It is primarily intended to aid compliance with the Pressure Systems Safety Regulations (PSSR) and the Electricity at Work Regulations (EWR), but it is also intended to apply to other plant and systems, for example control systems and software
      • PSSR are intended to reduce the risk of serious injury from stored energy as a result of the failure of a pressure system or part of it. The intention is mainly achieved under an examination by a Competent Person in accordance with a Written Scheme of Examination. Further guidance is given in HS(L)122.
      • EWR are intended to reduce the risk of death or serious injury by the use of appropriate precautions when undertaking work with electricity in work activities. Guidance is given in HS(R)25.
    • applies to all gas transportation systems, of MOP exceeding 2 bar, or with slam-shut protective devices set at a pressure exceeding 2.7 bar, and including metering, pressure reduction and pressure control and associated equipment
    • applies to all as storage systems of MOP exceeding 0.5 bar
    • applies to all other pressure vessels of MOP exceeding 0.5 bar and in excess of 250 bar litres
    • applies to all electrical, instrumentation and control systems (including any associated software) in connection with gas distribution, transportation or storage, irrespective of any PSSR classification.

  • IGEM/GL/6 - Permitry for the safe flow of gas

    • covers permitry for the safe flow of gas, for both the upstream and downstream pipelines intended to convey primarily Natural Gas and it includes the following types of permits:
      • Non-Routine Operation (NRO)
      • Routine Operation (RO)
      • Permits to work (PTW)
      • Other ancillary permitry for work procedures and maintenance.
    • is applicable to gases other than Natural Gas.
    • provides Gas Industry specific guidance for the application of HSG 250.

  • IGE/GL/8 - Reporting and investigating gas incidents

    • supports certain requirements under the Gas Safety (Installation and Use) Regulations (GS(I&U)R)
    • is for gas transporters (GTs), gas suppliers, gas operatives and others and covers reporting and investigating incidents and dangerous occurrences (including gas fittings found to be dangerous) associated directly with the supply and use of fuel gases.
    • intends to also provide appropriate guidance for Liquefied Petroleum Gas (LPG) which is not covered by, for example, GS(M)R. However, for most issues, the guidance (as opposed to the legislation) is the same for LPG as for Natural Gas. Where there is a difference, LPG is mentioned specifically.
    • covers the reporting and investigation of onshore incidents and dangerous occurrences associated directly with the supply and use of gas. this would include incidents:
      • on gas supply networks, for example loss of gas or ingress of water
      • on gas storage sites, for example loss of gas
      • on any as pipework involving explosions that cause damage to property
      • involving carbon monoxide (CO) poisoning arising from the burning of gas.

  • IGE/GL/9 - Natural gas supply in an emergency

    • supplies Natural Gas consumers with simple advice in the event of a Natural Gas Supply Emergency. It advises users of the following:
      • consequences of the loss of gas supply
      • legal obligations
      • technical requirements to ensure safe operation consumers' plant.
