      <description>The Commission for Energy Regulation (CER) is the independent body responsible for regulating the upstream petroleum, downstream gas and electrical contracting industries from a public safety perspective. These new functions are in addition to its existing economic regulatory functions.The CER is now seeking exceptional, technically qualified individuals to join its Safety Division to undertake key roles in downstream gas safety (Gas Safety Manager) and upstream petroleum safety (Technical Analysts).Downstream Gas Safety - Gas Safety Framework ManagerSalary Scale: €63,401 – €93,938This is a key strategic role suited to an experienced and technically qualified individual with management and technical experience in the areas of gas operations and safety. Reporting to the Director of Safety you will have direct responsibility for delivery of the CER’s stated regulatory objectives for its Gas Safety Framework. As such you will be responsible for overseeing a complex and diverse safety function and, importantly, ensuring the framework meets international best practice with quality management systems applied to ensure its effective functioning. You will have the opportunity to shape the public safety culture and outcomes in Ireland, and in building the team of specialists to assist in this objective. You will be an experienced individual with a strong technical background. Experience of QMS implementation/ operation and exceptional communication and stakeholder management skills would be highly desirable.Upstream Petroleum Safety - Technical Analyst (x2)Salary Scale: €33,247 – €61,422These are key technical roles in support of the CER’s new Petroleum Safety functions under the Petroleum (Exploration &amp;amp; Extraction) Safety Act, 2010. This new legislation gives the CER significant new functions regarding the regulation of petroleum activities from a public safety perspective. As such, the individuals appointed to these positions will have a unique opportunity to assist in the development and implementation of this key public safety function. With a strong technical background, you will possess the drive, tenacity and communication and stakeholder management skills necessary to work in a challenging project environment with multiple and diverse stakeholders.Note: It is the policy of the Commission that new staff commence at the starting point of the relevant scale and progression along the scale is performance related.
